Reffett Associates Places Mark Buresh as Deputy General Counsel at the FDIC

Veteran bank regulatory attorney Mark Buresh joins the FDIC Legal Division from the Federal Reserve Board.

SEATTLE, WA, November 2, 2026. Reffett Associates, a veteran-owned retained executive search firm, has completed the search for a Deputy General Counsel at the Federal Deposit Insurance Corporation (FDIC). Mark Buresh will join the FDIC as Deputy General Counsel, Legal Division, Regulation and Policy Branch, in Washington, D.C.

Mr. Buresh comes to the FDIC from the Legal Division of the Board of Governors of the Federal Reserve System, where he has served since 2011, most recently as Senior Special Counsel. There he managed the legal regulatory capital team, supervising legal work on capital rulemakings from drafting through implementation, and led the project to modernize the Federal Reserve's control regulations. He also served as legal manager for the Chicago, Richmond and Kansas City Reserve Banks and advised on reviews of major bank mergers and acquisitions.

Over his career, Mr. Buresh has led the drafting of several complex regulatory frameworks, including the control, SA-CCR and GSIB surcharge rules, and has worked on many of the most significant capital initiatives of the past decade, from Basel III and the enhanced supplementary leverage ratio to the community bank leverage ratio. He has worked closely with the FDIC, the OCC and other financial regulators throughout his tenure. He holds a J.D., magna cum laude, from the University of Michigan and a B.A. in Economics and History, cum laude, from Cornell University.

“The FDIC needed a leader who could step into its policy work on day one,” said Marshall Reffett, Managing Director at Reffett Associates. “Mark has spent more than a decade writing and interpreting the capital and control rules that shape how banks operate, and he already has strong working relationships across the agencies. We are grateful to the FDIC for trusting us with such an important search.”

Reffett Associates conducted a nationwide, confidential search, reaching more than 90 bank regulatory attorneys across law firms with significant banking practices, in-house legal departments at major financial institutions, policy organizations and the federal financial regulators. The search was led by Managing Director Marshall Reffett with Tom Young, Director of Operations.
