Lonnie P. Taylor
Founder, Managing Partner
Bill Reffett has successfully identified and placed key executive leaders for major companies across the United States. Prior to establishing Reffett & Associates, Bill was a Vice President and Partner with Korn/Ferry International, where he was responsible for initiating the firm’s national supermarket practice. Additionally, he was a member of the firm’s national specialty retail practice, where he focused on companies along the west coast.
Before entering the executive search industry, he served as the Senior Vice President, Chief Administrative Officer for Cavenham (USA), the US-based investment arm of the late Sir James Goldsmith. Bill also served as a Board Member and Senior Vice President for the organization’s operating company, Grand Union, where he was responsible for areas such as human resources, legal, labor relations, and communications. Prior to joining Sir James’ organization, he served as a Senior Vice President of a major department store company. Bill has 27 years of combined active and reserve military experience, retiring as a Colonel.
Bill earned his BS in Engineering from the United States Military Academy, and a JD from Capital University. He is also a graduate of the US Army War College. Bill currently serves on the Boards of several local Seattle non-profit organizations.
Margaret Gottlieb has over a decade of leadership experience in the retained executive search business. Prior to joining Reffett Associates, Ms. Gottlieb served as the Managing Director of Foster Partners, a KPMG-affiliate, retained executive search firm. At Foster Partners, Margaret handled business development and conducted executive searches for a wide array of prominent private and public sector clients. During her tenure at Foster Partners, Margaret was one of the first people in the country to be awarded retained searches for the Federal Government, including: the Internal Revenue Service, Office of Personnel Management, Government Accounting Office, US Department of Agriculture, Federal Aviation Administration, and the US Department of Energy.
Earlier in her career, Mag specialized in federal and state legislative affairs. She has held positions as Government Affairs Director for the Direct Marketing Association, President of the Washington Area State Relations Group, and Chair of the Congressional Relations Committee, Women in Government Relations. Additionally, Margaret worked on Capitol Hill and in the Ohio House of Representatives.
Mag co-authored An Association Guide to Shaping a State Government Relations Program for the American Society of Association Executives. She has been interviewed and quoted widely in leading print and media outlets, including The Wall Street Journal, The New York Times, and The Washington Post and has appeared on CNN. She received her BA in History from the University of Cincinnati and her J.D. from the Cleveland-Marshall College of Law, where she was an editor of the law review.
Marshall joined Reffett Associates after having worked for Congressman Dave Reichert of the House Ways and Means Committee. Marshall served as a Legislative Assistant to the Congressman advising him on legislation relating to Financial Services, Small Business, Housing, Consumer Affairs, Government Oversight & Reform, Defense, Veterans, Foreign Affairs, and Transportation. He helped to position the Congressman as a leader on global health issues, working with organizations such as UNICEF, Save the Children, and the U.S. Global Leadership Campaign.
Marshall’s experiences navigating the legislative, appropriation and authorization processes have given him great insight into the workings of government and the surrounding industries. Previously, Marshall served as the Director of Research for Retail-iQ. He has also assisted with numerous VP through C-level searches, working with clients in the public sector, retail, travel and technology industries.
Marshall received his Master of Arts from the US Naval War College in National Security and Strategic Studies with distinction, completing his Area of Study coursework at John Hopkins’ School of Advanced International Studies. Marshall received his Bachelor of Arts from Wake Forest

Raymond Arroyo is a Managing Director and Head of Diversity Practice at Reffett Associates. Raymond, a former head of Talent Acquisition and Chief Diversity Officer at Aetna, reporting to the CEO, was recognized as one of the 100 Most Influential Hispanic executives in the U.S. for two consecutive years. During his tenure, Aetna achieved a rating as one of the Top 20 companies for diversity, a marked improvement from its previous altogether exclusion from the list. He was also recognized for creating one of the top three employee resource group (ERGs) programs in the country. Raymond’s work was also recognized for linking diversity goals to bottom-line business goals as well as in the recruiting process.
Raymond is a Fortune 50 fully bilingual leader with 25+ years of HR and business experience. Raymond has extensive experience in assessing talent needs and identifying the right talent amidst major corporate restructuring in consumer goods, professional and financial services, association/nonprofit, and healthcare sectors. These include: Aetna, Altria, Kraft Foods, Miller Brewing, HSBC, Domino Sugar, and PwC.
As a volunteer, Raymond serves as Chairman of the Board of Directors of the U.S. Hispanic Chamber of Commerce and as a Senior Fellow of Plaza Institute, including being a member in its Global Enterprise Studies program. He has also served on ALPFA's Corporate Advisory Board; as Chairman of the Corporate Advisory Board of NSHMBA; as President of PRIMER; as a member of the Board of Regents of the University of Hartford; as Treasurer and Officer of the Wheeler Clinic Board of Trustees; as a member of the Board of the National Hispanic Medical Association; as a former chairman of the HACU's Corporate and Philanthropic Council; and as a member of HACU's Governing Board.
Raymond earned B.S. and M.S. degrees from New York University and a governance certificate from Harvard University.
Raymond was also by PwC as an exemplary alumnus and featured in its KeyWord magazine; by Urban Professional magazine as one of the 100 Top Executives in Corporate America; and was the feature cover story in Diversity Executive magazine.
Raymond enjoys public speaking, reading, riding motorcycles, skiing, playing tennis, and overall fitness programs. He lives in Avon, Connecticut with his wife, Susan, and their two teenage children.
Angel has over 20 years of corporate executive experience as a respected senior business and human resources leader. Most recently, he served the business community as the Chief HR Officer for WorldVentures, a travel and direct selling company, with over 250,000 representatives and HQ staff.
Prior to this, Angel served as the Senior HR Leader for Kellogg International business, specifically Asia, Latin America, and Europe. In addition, Angel was a key leader in the integration of the Pringles acquisition by Kellogg.
Before joining Kellogg, Angel was the Senior Vice President of Human Resources for United Surgical Partners International, a leader in the ambulatory surgery industry, and preceding that was a Senior HR Executive at Frito Lay, where he was accountable for 43,000 field employees, led a team of 175 HR professionals, led the North American Staffing efforts, and was a key business and culture enabler.
Angel has served on several non-profit boards, including the Corporate Advisory Board for the National Society of Hispanic MBAs, the Harvard/Hispanic Association on Corporate Responsibility Alumni Network, the Texas Lyceum, and the National Board for the Girl Scouts of the USA. In addition, Angel is an Eagle Scout and a member of the INROADS Alumni Hall of Fame, and is actively involved in the movement to find solutions for the challenge of Autism.
He holds a Bachelor of Arts from The University of Connecticut, a Master of Business Administration from The University of Texas at Dallas, and a Governance certificate from Harvard Business School.
Lonnie P. Taylor
Currently the CEO of the National Job Corps Association, Lonnie Taylor serves as Senior Advisor with Reffett Associates, a retained search firm headquartered in Seattle, Washington with offices in the Washington, DC area and throughout the U.S. He provides strategic advice on development, operations and execution matters pending before the firm.
Lonnie has over 20 years of experience in managing executives and recruiting talent. He enjoys a highly-respected reputation as a counselor to senior leadership on the strategic acquisition of exceptional talent. His experience as a search professional has included tenure with the top ten U.S. executive search firms of Heidrick & Struggles, Boyden and Diversified Search. Within the industry, Lonnie’s efforts have focused on establishing and sustaining Government, Legal and Public Affairs practice groups through search retention, execution and management counseling.
Before joining the executive search industry held distinguish roles in both government and the private sector that included leadership roles on Capitol Hill, in the Administration, and with the U.S. Chamber of Commerce, among others.
He is active in community affairs through his work with non-profit organizations. Lonnie currently serves on the board of International Social Service-USA, a group dedicated to reuniting families across international borders, and is the former Chairman of the Board of Youth Service America and the Washington Area Council on Alcohol and Drug Abuse.
Lonnie holds a Juris Doctorate from the Georgetown University Law Center and a Bachelor’s degree in Business Administration from the George Washington University. He lives in the Washington, DC area.
Eric Reffett comes to Reffett Associates having spent 15 years at Booz Allen Hamilton where he led a variety of efforts for US Government clients, most recently leading many of Booz Allen’s efforts in the Chemical, Biological, Radiological, and Nuclear arena. Currently serving as a Principal for Booz Allen Hamilton based in Washington, DC, Eric Reffett joins Reffett Associates as a Senior Advisor focusing on the Public Sector, Government Contracting & Professional Services, and Associations & Nonprofits practices.
Prior to joining Booz Allen 15 years ago, Eric worked as an Analyst at Synergy when they were acquired by ICF International. Eric is a 24 year veteran of the USAF. He is a member of the George Mason University Honors College Advisory Board, holds a Doctorate from the University of Alabama, is graduate of Harvard’s Kennedy School of Government, and the Air Force Academy.
Arlington - VA
Mr. Lange has nearly two decades of experience in the sales and delivery of professional services within the Federal Sector. Mr. Lange has built a reputation in the Industry as a trusted advisor to decision makers within the public and private sector ecosystem supporting the federal government. He’s built a network of professional relationships that combines significant breadth in the Gov-Con market and specific depth in consulting service, IT, program management and mission support. He has a proven track record of architecting and executing growth strategies across large and small firms through a combination of organic and acquisitive growth and understands the talent and temperament required to grow and scale companies in a turbulent market. He combines knowledge of BD process and infrastructure and marries it with a creative vision for growth and understanding of market trends. His primary focus at Reffett Associates is to marry top talent with emerging small and mid-tier companies seeking growth and diversification of their contract portfolio to build a sustainable business.
Prior to joining Reffett and Associates, he served as the Chief Growth Officer for Eagle Ray Inc. While there, he created and implemented a growth strategy that resulted in 100% in top-line growth over two years. During his tenure, the company was recognized as #3 on Washington Business Journal’s 50 fastest growing companies as well as #26 on Washington Technology’s “fast 50” for the DC Metro Region. Additionally, he created a scalable BD platform and infrastructure to support corporate growth and developed repeatable process and BD metrics to facilitate information sharing and discipline in the capture process. He led successful acquisition of MAS, IDIQ vehicles and related capture efforts.
Previously, he served in multiple Executive Leadership roles with IntelliWare Systems and Touchstone Consulting Group (now SRA International) with an emphasis on delivery of complex, large-scale National Security programs and business development. He also had significant stints at globally recognized consulting firms Booz Allen Hamilton and Deloitte Consulting. He was granted his TS/SCI clearance during his time as an Intelligence Officer with the CIA. He continues to advise a handful of small companies on matters of execution and growth.
Mr. Lange is heavily engaged in multiple trade and industry associations in a leadership capacity. He sits on the Board of the Government Technology Services Coalition (GTSC)—a trade association representing small and mid-tier government services firms—and also serves as the Chairman of its Business Development Exchange. He belongs to Northern Virginia Technology Council’s (NVTC) Business Development and Marketing Committee and has had past involvement with the Professional Service Council’s (PSC) Homeland Security Working Group, INSA and SECAF.
He holds a Bachelor’s Degree in Political Science and Communications/Broadcasting from the University of Washington and a Master’s Degree in Justice and Public Policy from American University in DC. In the community, Mr. Lange gives time to youth sports. He sits on the Board of the Capitol Hill Little League and coaches both A and AA baseball. He is married and lives with his wife, April, and their 2 boys on Capitol Hill.
Austin - TX
Rick joined Reffett Associates after over 20 years of multi-industry leadership experience in Global Talent Acquisition, Diversity & Inclusion and Corporate Social Responsibility. Prior to joining Reffett, Rick Morales was the Director of Community Engagement & Inclusion at Freescale (later acquired by NXP) where he drove several key corporate employee life cycle initiatives centered around Corporate Social Responsibility, Corporate Philanthropy, Diversity & Inclusion and employee engagement. In a previous role at Freescale, Rick also led the Global Talent Acquisition team.
Before his time at Freescale, Rick also worked for other Fortune 250 companies in Talent Acquisition roles including PepsiCo, USAA and Motorola. In all of these leadership roles, Rick was the overall talent strategist, executive recruiter and team developer. He prides himself on connecting the right person to the right role.
Rick received his Bachelor of Science in Economics from the University of Texas at Austin in 1992. Rick was also selected to attend the Leadership Development for HR Professionals Programs at the Center for Creative Leadership and has attended other leadership programs during his time at PepsiCo and USAA.
Rick has served on several non-profit boards and was largely responsible for the creation of the Freescale/NXP Foundation, where he served as the Executive Director. In addition, Rick currently serves on the Board of Directors of Girlstart and Breakthrough Austin.
Rick, his wife Cleo and children Matthew and Marissa reside in Austin, Texas.
